近年来，中国粮食连年丰收、供给充裕。
In recent years, China has continuously recorded bumper harvests and maintained an ample food supply.
当前国际形势复杂严峻，全球农产品贸易不确定性不稳定性明显加大。
Amid grave and complicated international developments, global agricultural trade is currently beset with increasing uncertainty and instability.
国内庞大人口基数叠加消费持续升级，粮食需求仍在刚性增长，端牢饭碗压力越来越大。
Due to its large population base and ongoing consumption upgrading, China is still seeing inevitable growth in the demand for grain, which is creating added pressure for the task of ensuring food security.
必须多措并举、综合发力，强化藏粮于地、藏粮于技的物质基础。
It is therefore necessary to adopt a combination of measures to strengthen the material underpinnings for our efforts to boost grain production through farmland management and the application of technology.
健全农民种粮挣钱得利、地方抓粮担责尽义的机制保障。
We also need to improve the mechanisms for ensuring farmers profit from growing grain and local governments shoulder the responsibility for grain production.
从“地、技、利、义”四个方面全方位夯实粮食安全根基，确保全国粮食产量保持在1.3万亿斤以上、尽可能多增产，大豆和油料自给率持续提升。
By cementing the foundations of food security from the perspectives of land, technology, profit, and responsibility, we should endeavor to ensure national grain output remains at over 650 million metric tons, maximize production, and deliver a continuous rise in the rate of China’s self-sufficiency for soybeans and oilseed crops.
抓住耕地和种子这两个要害。耕地既要较真碰硬管住数量，也要下定决心管控用途、提升质量。
We should focus on the two key points of seeds and arable land. In managing arable land, we will strictly maintain the acreage of land but also carefully regulate its use and improve its quality.
落实“长牙齿”的硬措施，坚决守住18亿亩耕地红线。
We need to adopt measures with real teeth to keep the total area of farmland above the red line of 120 million hectares.
坚持良田粮用大原则，把良田沃土优先用于粮食生产，稳定粮食播种面积，果树苗木尽量上山上坡，蔬菜园艺更多依靠设施农业和工厂化种植。
We must adhere to the principle of using high-quality and fertile arable land for planting grain and keep the total grain acreage stable, while seeing that orchards and nursery stock are cultivated on hills and slopes where possible and relying more on protected agriculture and plant factories for vegetable horticulture.
加强高标准农田建设，逐步把15.46亿亩永久基本农田全部建成高标准农田，确保建一块成一块。
We should gradually transform all 103.067 million hectares of permanent basic farmland into high-standard land, with solid measures taken to develop every plot to the required standard.
端牢饭碗，越往后越要靠科技、靠种子。要抓好农业关键核心技术攻关和种业振兴。
To ensure food security, we need to increasingly rely on technology and seeds. We should prioritize the development of key and core agricultural technologies and invigorate the seed industry.
加快急需适用农机具研发推广，着力提升农业科技创新体系整体效能。
We should accelerate R&D and application of urgently needed agricultural machinery and boost the overall efficiency of the scientific and technological innovation system for agriculture.
加快实现高水平农业科技自立自强。
This will enable us to move faster in achieving a high level of self-reliance and strength in agricultural science and technology.
聚焦提高单产，逐个品种拿出良田、良种、良法、良机、良制集成组装的综合性方案，向科技要产量、要产能。
We should devote greater energy to increasing yield per unit area, develop integrated variety-specific plans based on high-quality land, seeds, techniques, machinery, and production methods, and use technology to boost output and productivity.
保护和调动农民种粮和地方抓粮积极性。
Farmers must be motivated to grow grains, and local governments must be motivated to focus on grain production.
健全种粮农民收益保障机制，既靠政策扶持，也靠经营增效，两手要同时用力。
We will improve the mechanism of income guarantee for grain growers by means of both policy support and operational efficiency.
健全价格、补贴、保险“三位一体”的政策体系，继续提高小麦最低收购价，稳定稻谷最低收购价和稻谷补贴，加大大豆生产者补贴力度。
We will refine the integrated policies for pricing, subsidies, and insurance. This includes continuing to raise minimum purchase prices for wheat, maintaining the right level of minimum purchase prices and subsidies for rice, and increasing subsidies for soybean producers.
扩大政策性收储，做好市场化收购，加快建立长效支持政策。
We will also expand policy-based purchase and storage schemes, carry out market-based purchasing, and move faster to institute long-term support policies.
逐步扩大稻谷小麦玉米完全成本保险和种植收入保险实施范围，完善农资保供稳价应对机制。
With gradual steps, we will expand the scope of full-cost insurance and income insurance for the three major grain crops of rice, wheat, and corn, and improve the mechanism for providing agricultural supplies at stable prices.
创新粮食生产经营方式，延伸产业链条，实现节本增效、提质增效。
To achieve cost savings and boost quality and efficiency, we need to develop new approaches for grain production and management and extend industrial chains.
全面落实粮食安全党政同责，进一步压实地方重农抓粮责任。
We should see that both Party committees and governments assume responsibility for food security and local governments take concrete measures to promote agriculture and grain production.
督促主产区、主销区、产销平衡区饭碗一起端、责任一起扛。
We must encourage concerted efforts to ensure food security among major grain-producing regions, major grain-consumption regions, and regions where grain production and sales are in equilibrium.
健全主产区利益补偿机制，在产销区多渠道利益补偿上出实招硬招。
We must improve the mechanism for subsidizing major grain-producing regions and take practical steps to see that such regions are adequately compensated by major grain-consumption regions.
